Eritrea’s Hidden Wealth: 35+ Years of Development Achievements, Pre-Independence Foundations, and the Rise of Marine and Freshwater Fisheries
Eritrea is often described in simplistic terms as a poor or struggling nation, yet such a characterization overlooks a far deeper and more nuanced reality. Beneath the surface lies a country rich in natural resources, strategic geography, and long-term potential shaped by resilience and self-reliance. To understand Eritrea’s true wealth, one must examine both its pre-independence foundations and the more than 35 years of development achievements that followed independence in 1991. Central to this story is the fisheries sector both marine and freshwater, which plays an increasingly important role in food security, economic sustainability, and national resilience.
Before independence, during Eritrea’s decades long armed struggle for Independence from 1961 to 1991, Eritrea’s natural resources, including its vast coastline and inland water systems, remained largely underdeveloped. Coastal communities depended on traditional fishing practices, using simple wooden boats, handmade nets, and basic diving techniques. Infrastructure was nearly nonexistent, and there was little institutional support for fisheries development. Inland, freshwater fishing was minimal, limited by the absence of large-scale water storage systems such as dams and reservoirs. Yet even under these conditions, Eritreans preserved deep ecological knowledge of both marine and seasonal freshwater environments, laying the groundwork for future progress.
Since gaining independence, Eritrea has embarked on a gradual but determined effort to develop its fisheries sector as part of a broader strategy of self-reliance. Over the past 35 years, the country has made steady progress in building infrastructure, improving artisanal fishing, and introducing sustainable management practices. These efforts extend not only to the Red Sea coast but also to inland freshwater systems, where the construction of dams has opened new opportunities for fish farming and irrigation. Together, these marine and freshwater initiatives form the backbone of Eritrea’s emerging “blue economy.”
Eritrea’s marine wealth is anchored in its more than 1,000-kilometer coastline along the Red Sea, one of the most biologically diverse marine ecosystems in the world. Shared with Sudan and Egypt, this region forms part of the Red Sea Reef system, recognized as one of the Seven Natural Wonders of Africa for its extraordinary biodiversity. The Red Sea is home to more than 1,000 species of fish and approximately 250 types of coral, many of which are endemic and uniquely adapted to its high salinity and temperatures. Within Eritrean waters alone, an estimated 350 to 400 fish species are considered commercially viable, including tuna, grouper, snapper, sardines, mackerel, and barracuda.
Among the most valuable features of this ecosystem are Eritrea’s extensive coral reefs. Around the Dahlak Archipelago, which comprises more than 200 islands within a broader reef system of over 300 reefs, coral species such as Acropora and Porites form complex habitats that sustain rich marine biodiversity. These coral systems, particularly along the 15-kilometer stretch between Desie Island and Madot Island, serve as critical breeding grounds for fish while also acting as natural barriers that protect the coastline. Their remarkable resilience to environmental stress has made them globally significant, especially in the face of climate change.
Beyond fish and coral, Eritrea’s marine environment supports a wide variety of plant and coastal ecosystems that are vital to both biodiversity and economic development. Eritrean waters contain approximately 11 to 12 species of seagrass, which provide important nursery habitats for marine life. More than 200 species of seaweed grow along the coastline, offering significant potential for industries such as food production, pharmaceuticals, and cosmetics. Mangrove forests, consisting of three primary species, are found in areas including the Dahlak Islands, the Buri Peninsula, and Marsa Fatuma. These mangroves support marine and coastal biodiversity, protect shorelines from erosion, and contribute to food security through livestock feed and beekeeping. In recent decades, Eritrea has planted hundreds of thousands of mangrove trees, inspired in part by the pioneering environmental work of Gordon H. Sato.
Eritrea’s marine ecosystem also includes a rich variety of invertebrate species that enhance the country’s fisheries and export potential. Shrimp, lobster, crab, squid, and cuttlefish are abundant in Eritrean waters, while sea cucumber, of which at least 17 species have been identified, represents a particularly valuable export commodity, especially in Asian markets. Mollusks and gastropods also hold economic importance through their use in food, manufacturing, and pharmaceutical industries. Historically, shell-based industries such as button production operated in Massawa, demonstrating the long-standing and diverse economic applications of Eritrea’s marine resources.
While marine fisheries are a cornerstone of Eritrea’s natural wealth, the development of freshwater fisheries has become increasingly important over the past three decades. Eritrea is a semi arid country with limited rainfall, making water management a national priority. Since independence, the government has constructed hundreds of dams and micro-dams across the country to support agriculture, livestock, and human consumption. These reservoirs have also created new ecosystems suitable for freshwater fish production, transforming inland areas into emerging centers of aquaculture.
Freshwater fisheries in Eritrea focus primarily on species such as tilapia and catfish, which are well suited to reservoir environments. Tilapia, in particular, is valued for its rapid growth, adaptability, and high nutritional content. Fish stocking programs have been introduced in several dams, allowing communities to harvest fish for both consumption and local markets. These initiatives contribute directly to food security by providing an affordable source of protein, particularly in rural areas where access to marine fish may be limited.
The integration of fisheries into dam based irrigation systems represents a significant innovation in Eritrea’s development strategy. By combining water storage, agriculture, and fish production, these systems maximize resource efficiency and support sustainable livelihoods. In some areas, communities have formed cooperatives to manage freshwater fisheries, ensuring equitable access and responsible harvesting practices. Although still in early stages compared to marine fisheries, freshwater aquaculture holds great promise for expanding Eritrea’s food production capacity.
Geographically, Eritrea’s Northern Red Sea Region remains central to its marine economy. With a coastline of approximately 795.5 kilometers, nine bays, and more than 300 islands, this region includes key biodiversity hotspots such as the Dahlak Archipelago and the Hawakil Islands. The Gulf of Zula, stretching 48 kilometers in length and 8 to 15 kilometers in width, supports communities that depend on fishing, herding, and trade. These coastal areas, combined with inland dam systems, create a diverse and interconnected fisheries landscape.
Despite significant progress over 35 years, Eritrea continues to face challenges in developing its fisheries sector. Infrastructure limitations, including inadequate cold storage and transportation, hinder the ability to preserve and market fish products. Industrial fishing capacity remains limited, and access to international markets is constrained. Climate change poses risks to coral reefs, seagrasses, and freshwater systems, while illegal fishing by foreign vessels threatens marine sustainability.
In response, Eritrea has adopted a strategy focused on sustainability, regulation, and gradual expansion. Efforts include monitoring fish stocks, protecting sensitive habitats, and promoting sustainable fishing practices. Training programs for fishers emphasize improved techniques and resource management, while investments in aquaculture aim to reduce pressure on wild stocks. Freshwater fisheries development is being expanded through dam construction, fish stocking, and community-based management.
Ultimately, Eritrea’s fisheries sector represents far more than an economic opportunity. It reflects the country’s broader philosophy of self-reliance, sustainability, and long-term national stewardship. From the coral reefs and islands of the Red Sea to the inland reservoirs created through decades of dam construction, Eritrea has steadily transformed natural potential into a foundation for food security, environmental protection, and future economic growth.
Over more than 35 years since independence, Eritrea has pursued development under difficult regional and global conditions, often with limited external support. Yet through gradual investment, community-based management, and careful conservation of its marine and freshwater ecosystems, the country has laid the groundwork for a diversified and resilient blue economy. The integration of fisheries, aquaculture, irrigation, and environmental preservation demonstrates a development strategy centered not on short-term extraction, but on long-term national sustainability.
Eritrea’s true wealth lies not only in the abundance of its natural resources, but also in its ability to preserve and manage them independently. As global demand for sustainable marine resources continues to grow, Eritrea’s strategic location along the Red Sea, combined with its vast biodiversity and expanding freshwater systems, positions the country to play an increasingly important role in regional food security, trade, and environmental stewardship.
In many ways, Eritrea’s fisheries story mirrors the nation itself: resilient, understated, and built patiently over time. What was once an underdeveloped sector rooted in traditional practices is gradually emerging as a pillar of national development and a symbol of Eritrea’s enduring capacity to grow on its own terms.
